It seems that Barlow's plans became collateral damage in the state's immigration law debate.
"On Sept. 30, we had wanted to open Tuesday," she said. "I called the state to find out what I needed for my license."
She said a health inspector came by that day with some bad news.
"I couldn't get a health permit," Barlow said. "There was a moratorium - (the state) put a hold on food permits because they didn't know how the law works."
According to the law, food permits for sole proprietorships can only be issued to citizens and legal residents. So now, people have to prove they are citizens/legal residents to renew driver's licenses, car tags and business licenses.
