The refusal of the WH to use the air drills of the morning of 9-11 as the reason for the stand-downs and confusion has been inexplicable to me. Why, why, why did they never just say "Drills were being held that morning; the defense system was fooled by the confusion."

That is the key. The drills were strategic. Cheney was in charge. George was kept out of the way.
