Cheney and Rumsfeld hold most of the executive policy-making power. Powell is kept out of the loop, and Rice and Ashcroft seem to do their own thing.

They're all trying to be in charge, but none of them can figure out how to go in one direction for more than a few days. That may be a good thing, considering the direction they might choose to go in.
