He has 9 weeks and California is still using punch card ballots. There are some very good touch screen voting booth manufacturers that would be compliant with Rush Holt's election reform bill.
This must be done *now* before the chance that a Republican might take over the executive branch in California who will likely not care about minority voting rights or the problems with punch cards or the problems with the Diabold voting booths.

I'm going to assume no. It was going to be a push to have new election systems in place for November elections. Punch cards are as good as some precincts are going to get in time for 10/7.

California Democrats must, at the very least, least pass the law for the November 2004 elections and get things started, before a new governor takes over.
