Worse - as a comparison.
I knew OF Reagan, but not really what American life was like under him.
I can't imagine anyone worse than Bush, and since Reagan was like the pioneer of the Bush crowd, it makes for a easy comparison.
But obviously America has seen darker periods, historically.

Don't diminish either the depression or WWII. It's what sets FDR apart from Reagan and Bush. FDR had real problems to solve.
For the same reason Lincoln is so loved, he lived in interesting times.
