That seems to be one option being floated by a mention here and a reference there from the WH recently. After June 30th...it's an Iraqi problem.
Course there's the concurrent line being floated as well: since Iraq can't handle the problem, they will "independently" ask US military to remain...
How patronizing. The unspoken conclusion in this seems to go something like: "Look, we brought them democracy, occupied their little country, handed the rubble back and they just can't cut it so we're just going to have to have permanent bases in so vital a region. They unfortunately can't be trusted with their own country......"

And an excuse to completely shirk responsibility for the unprofitable aspects of the Iraq occupation. The military stays. The bases stay. They just won't have to bother attempting to provide security anymore.
I'm sure the oil wells and pipelines will be very safe, though.
