The city's administration itself didn't handle 1977 all that well.
And tar me if you wish, but I think Guiliani had something to do with it. NYPD aside, he made it clear during his administration he expected NY citizens to be a class act. Some of them apparently responded,and learned from the example he set in 2001..

He was too busy coddling criminals to do his job of putting cops on the beat to stop the looting and rioting. Wanna know how I know this? I was in my home in Queens, NY, when the lights went out and crooks came out--about a month before my 17th birthday!
