6. Use of nuclear weapons whenever they feel like it. They've been

putting military commanders in control that are pro-nuke. They've tried getting money from Congress for nuclear weapons research. They have 60 countries they want to invade and the American public is not going to put up with that many dead soldiers. And neither is the rest of the world. But if he uses nukes, no civilians left to torture so no worry about war crimes. Plus he doesn't need that many soldiers.
