I believe that the convention is past the deadline/cut off in a couple of states. Seems that it was an issue and then the issue went away. Never learned how it was resolved - but it must have been.
As to Raven's question - yes, I believe he could. I think the defining point per public financing is the acceptance of the nomination.

...and it could possible postpone the election..however I doubt that would fly since Dubya is the nominee and the convention is a formality. They could then blame his loss on 11/2 on the fact that they didn't have a convention.
