Or they manager to stop a terrorist before the act.
If nothing happens I think people might actually start saying that he is crying wolf. They went public with this scare to such a public degree that if it is a hoax some moderates and independents may actually take notice.
Hell, possibly Lou Dobbs or Aaron Brown might mention it the next time Bushco pulls this shit.

The Dems have already argued that the Bushistas have done little to prevent an attack.
They'd better stop an attack.
So, the October Surprise may be a faked announcement that an attack has been stopped -- or an indictment of 'terrorists,' followed, after the election, by no actual prosecution.
