new terror office, why it's not in White House,and why Bush delegates

I finally got it today--the reason Bush didn't want to put this new office in the White House, and the reason Bush delegates in general, is because then HE WON'T HAVE TO BE RESPONSIBLE! As long as he's not directly in charge, then he always has someone to blame. Whoever gets this position is being set up as a patsy. I'm sure this is Bush's managerial style from way back--give someone a plum position, and then blame them anytime anything goes wrong. It's an old manager's trick.
