4. No, it hasn't been voted on--you're thinking of the amendment.

The amendment is different. This bill aims to remove court jurisdiction over determining the constitutionality of laws pertaining to marriage. It passed the house by a pretty narrow margin.

I would hope that 40 senators would filibuster this, but I fear that this won't happen. In any case, it's a horrible precedent. Imagine if Congress stripped courts of jurisdiction over school segregation before 1954. Or if it was stripped of authority over personal privacy. Why even have courts able to strike down any law? I'm sure the right was very happy when the Supreme Court overturned FDR's program for the most part.

5. Nope, bill won't even come to a vote

The Senate considered a companion bill and spent three days on debate, but couldn't put together 60 votes to end that debate, so it's dead for this session. The House, with nothing of national importance to do or consider, like, say, a balanced budget, or national security, or shoring up the nation's defenses, just spent a few days going through the motions to pass its version of the bill, knowing full well that it was a dead letter.

Exhibit A to why voters should be voting out every Republican incumbent. If you really think we're in some kind of danger, and a lot of people do, both houses of Congress essentially paralyzed themselves for the better of a week each on this nonsensical bit of demagoguery. This year's deficit is about $450 billion, in case you were wondering.
