Propaganda is just a one-sided argument, like a lawyer's brief, an op-ed article, or a TV commercial.
However, there's a huge difference between honest propaganda and dishonest propaganda. Today on the Franken show, Paul Krugman inadvertently outlined the difference while distinguishing between the op-ed column he writes for the New York Times and what Bill O'LIElly does on TV. Krugman is required by the Times to back up his arguments with verifiable facts, while O'LIElly can get away with pulling "facts" out of his butt. (Of course Krugman described it more diplomatically.)
In other words, in honest propaganda the facts you use to back up your one-sided argument have to be true and should not be exaggerations, misrepresentations and/or distortions. "Fahrenheit 911" was fact-checked closely before its release, just as Krugman's columns are, while Limbaugh, Hannity, O'LIElly constantly use wild exaggerations and misrepresentations, gross distortions, as well as outright lies in their dishonest propaganda.
One further point: "Outfoxed" demonstrates how Fox "News" blurs the line between news and commentary so that what you often have in, say, Brit Hume's program or their morning show is propaganda masquerading as news. This too is dishonest, even if the facts are correct and not distorted. It's like an infomercial that's not clearly labeled as such.

They're all going to use the word "propagandist" now? Of course, they all arrived at that word independently, without any coaching or collusion -- at least if that lying pus-bucket Bill O'Reilly is to be believed.
It truly defies the laws of chance the way they all decide to say the same things on the same days, but Bill would never lie, would he?
