Once known, wouldn't a terror plot be scrapped?

This kind of confuses me.

Let's say new "information" suggests there will be an attack on X place.

Now wouldn't that be immediate grounds to abort that operation? They tell us that al qaeda plans for years to get things right - to anticipate every problem, and above all to make sure the plan is secret until it is carried out.

So if the plan was known - why attempt to carry it out? Obviously you would be thwarted.

It's like an army planning a surprise attack against the enemy army. Though the enemy army finds out. Why carry out your surprise attack when the enemy would now be expecting you?

So when news breaks of a new plan they discovered it seems odd to obsess over it, considering the simple act of discovering it probably means the plan will be aborted.

but maybe not. There really isn't the ability to test or not. Plus, I think that it depends on the detail to decide if you would entirely scrap the mission as opposed to EG, a different route to the target--the more detail they know, the more a terrorist would scrap entirely.
