On edit: I suspect that they may be doing something like this on a local basis. I have a friend whose son is bi-polar. Because of his condition he has had several run-ins with the police. She just told me that her son was working with the police and turned in some hispanic kids. I asked her how it happened, and it certainly sound like the boy willingly acted like bait. Entrapment, perhaps. The only thing different with the Aschroft terra methods is that it will not infringe in the homes of the middle class -- not just the poor anymore.
