... I would say that he would have either been impeached or resigned from office around mid 2002. Leaving Cheney in charge and a Democratic sweep of both houses and a sure victory for the Presidency in 2004.

without 9/11, the repugs would never have won Congress, and the media may have done a bit more journalism related activities. I don't think he would have gone down by 2002, but he would have gone down surely.
Certainly a lot more Iraqis and American troops would be alive still.

He would be doing the same thing he's doing now.. This is a man who does not learn lessons.. He's used to having other people clean up behind him...
He would probably be resigned to the fact that he is indeed just like his Dad ...a one-termer..but he's not bright enough for it to bother him..
He said , early on, that he would rather be in Crawford..
So would we :)

The democrats wouldn't have impeached him because too many are too spineless.
Some thing may have been different. It's possible democrats never would have lost control of the senate. Maybe they would have enough seats in the hOuse (unlikely though)...
The economy would haved still been in the shitter though but Iraq wouldn't be weighing him down.

Without 9/11 and without the Anthrax attacks the PATRIOT ACT would never have been passed in a rush by a terrified Congress.
We would not have gone to War with either Afghanistan or Iraq.
By mid-2002 the American people would have been better informed because it would have been "safe" to talk about the real news that is not seen in the media. So vastly more people would have headed for the Internet to find out what was going on, and they would have done so at least a year earlier than they finally did.
How many of us felt we could not talk about controversial subjects in mixed groups for more than a year after 9/11?
The real story of Enron would have been known and understood by many more people, along with a host of other things.
We still would have had electronic voting though (which assured GOP wins in 2002). That means the congress would never have had the numbers to accomplish impeachment.

Iraq would have been invaded anyway. That whole cabal had been waiting in the wings since Bush I to "finish business," and to get U.S. troops back into the Middle East to create a war scenario -- in addition to reaping the windfall of profits that Iraq has brought to the corporate right wing.
So, my guess is that the Iraq WMD scare would have happened anyway, but it would have been an even harder sell without 9/11. However, I'm certain that the U.S. would be in Iraq regardless.
As for 9/11 itself, it's difficult to shake the darker implications of the PNAC script. The group's essential demand was for hefty increases in defense spending, and to transform the U.S. military to where it could fight multiple wars at once -- and this has already happened.
"The process of transformation," PNAC said (in 1997), "is likely to be a long one, absent some catastrophic and catalyzing event -- like a new Pearl Harbor."
Needless to say, PNAC got that, too, with 9/11.
