What else does it mean? If you're dodging on a city bus, it means you're avoiding paying your fare. If you dodge the cops, it means you're trying to avoid getting arrested. And that's not even to mention dodgeball.
How can a spot-on synonym be a euphemism?!?

Still, my question remains, how can Clinton be considered a "dodger"? To me that implies he broke the law and had to be give amnesty.

The operative words here are draft vs. Vietnam.
According to the writer, Bush technically didn't "dodge" the draft because he volunteered to serve(sic) in the TANG, thus making himself ineligible for the draft (until he stopped showing up, but that's another story).
Once in the TANG, Bush took all possible steps to "avoid" being sent to Vietnam -- training on an aircraft being phased out; checking a box on some form (can't remember where I saw this) saying he declined the opportunity to go to Vietnam etc.
So, technically, he didn't dodge the draft, but avoided Vietnam.
You're right, though. Bush has been a dodger and avoider of many things, mostly consequences, for his entire life.
