Basically, I see four major reasons for this lack of a paper trail being allowed to happen, and also for the elections being stolen without raising a huge popular outcry (yet):
1. The Republicans controlled (and still control) all three branches of the government. That means no investigations, Supreme Court biased, and all attempts (and this DID happen) to require a paper trail were blocked by state and federal congresses. They managed this overwhelming control largely by a combination of manipulating the fears of the voters, brainwashing them (see #3), and election fraud/voter suppression.
2. For whatever reason, enough of the Democratic Congresspeople went along with this situation to allow it to happen.
3. The television stations, most radio stations, and most newspapers lean toward the administration and support whatever pleases them and keeps them in power; the truth is told only when it supports the desired agenda. THIS IS HUGE -- IT CONTROLS THE VOTERS OF THIS COUNTRY AND MOST DON'T EVEN KNOW IT.
4. Most voters remain unaware of the magnitude of the fraud. This is both because of #3 and because they just can't believe the situation is really that serious. My sister-in-law, a "progressive," laughed in my face when I told her I thought the election was stolen. "Come on! she said, "This is still America!"
#4 is especially sad -- the others are mostly just infuriating--and can be better understood by thinking about this 2000-year-old quotation: It is as hard for the good to suspect evil, as it is for the bad to suspect good. -Marcus Tullius Cicero, statesman, orator, writer (106-43 BCE) Most of the rest of the world is wiser in this because they have witnessed government-led evil much more closely and know how to recognize it better. The continental US has fought in many wars, but not on its own territory for more than 100 years. There is a lot of misplaced trust in the leaders and in the press.

Look at how Japan and Australia reacting and the amount they putting in. These 2 countries knows the Asian mood well. They are moving away from US India stand is clear they even told off Sri Lanka for not being consulted when US marines landed in SR Lanka in force. This was the coalition of countries Bush want to lead in the Tsunami disaster. Its on CNN flash worldwide. Then he say he add UN to this coalition also on CNN flash worldwide. Summit is being hold in Indonesia 6th Jan you be surprise how tactful we are wording the content. But it will be clear that US will not be leading this effort. However the copters are appreciated and it will save many lives. I am from Malaysia and we also doing our best to help but haha we do not get to be reported. Our Mercy teams was in Indonesia and Sri Lanka as soon as we realiase that our damage was not too great. We was the first foriegn team to arrive to help
