* need only look to what Britain did in the 80's. They privatized part of their system and it has been a disaster! You can't tell me that * doesn't know this. He is doing this because 1) he wants to show that he has done something in his presidency in regards to domestic issues whether it is right or wrong and/or 2) he and his greedy friends have some ignorant notion that part of their money that they earned (stole, inherited whatever) is being paid out to less fortunate, less deserving folk who wouldn't have the money to do much investing in private accounts anyway.
