Question about the response to 9-11

Does anyone here know if the mayor of NYC or NY Gov requested federal help following 9-11 and when was that request made?

1. Not sure, but since Homeland Security didn't exist then the protocols

would have been different.

2. So what have we learned?

The reason I'm asking this is because I'm trying to compare the fed response to 9-11 with that of Katrina and whether all the billions spent to supposedly improve our disaster preparedness -- including the creation of the Dept of HS -- have truly accomplished anything.

I also want to know if our Fed govt sat aroud twiddling their collective thumbs waiting for an invitation on Sept 11.
