This certainly may be one of the reasons why he was choosen as Greg Palast pointed out in his recent article. His thoughts were once Arnie is in...he'll wave off the lawsuit by the state and Cruz Bustamante.
This might be hard to do for a number of reasons: ------------------------------------------------- * We know about it this..thanks to Palast.
* Calif got screwed by the energy companies and they NEED the $8B for their budget.
* Cruz is still there...and he is workign the suit.
Let's watch this play out...

Or, even better, if he can't stop it then he will steal all the credit for it if it is successful. And if it is unsuccessful, he will blame Bustamante.

He is expendable to them; and stupid enough and arrogant enough to believe that he is as intelligent as they tell him and probably sees visions of Reagan dance through his head. As soon as he pulls a few strings and makes a few deals for them, I think they will hang him out to dry.

If CA wins the suit and gets the full $8 or 9 billion it will be distributed to all electricity users in the state -- homeowners, commercial buildings, factories, state and local goverments, etc. The distribution will most likely be some sort of rebate on future electricity bills.
Since the state government uses only a small portion of all electricity consumed in the state, it will get only a small portion of the $8 to 9 billion and the deficit will still be there.

I suspect this was all a part of a plan,hence the meeting with Rove and Lay last year. The government steps in in the form of guaranteeing bond issues which will get Ca. through their cash crunch and buy them some time. Bush and Arhnold then look like heroes to their adoring audiences.If memory serves me corectly, Michael Milken, the buyout king of the 80's who made zillions for corporate America on the back of staggering corpoate debt was also at those meetings.
I am not saying this the bond issuance is a bad thing,as a matter of fact this was done in the 70's in NYC when their economy was on the brink,I just think it should have been done months ago.
The thing is,IMHO, the administration had to have a repug in office to end the Enron litigation which I suspect will be part of the agreement.
Only my opinion, but when I heard the words "federal government" a red flag went up.

Groper can not cancel or change the lawsuit in anyway!! Its up to the AG not the Gov. Calf AG is elected & a Dem he is not going to change or drop the lawsuit
