until America no longer has any enemies. The founding fathers clearly did not intend it to apply during times when we have enemies.

It's not a public quote and who knows but it is attributed to his own people saying that he said "I am the commander in chief and I want it done, the constitution is just a God damn piece of paper!"
just google the quote I've seen it reported a couple of places.
Who knows if he did or did not say it, I wouldn't be surprised if he did since his actions have shown the exact sentiment.

by Irving Wallace is an interesting novel in which the director of the FBI encourages the president and congress to temporarily suspend the bill of rights in an attempt to stall the crime wave. Pretty darn prophetic, I'd say.
