FERC Discovers Blackout Cause

I suspect their findings will read something like this:

After an exhaustive and expensive $40M investigation the Energy Department has determined that the largest blackout in American history was the direct responsibility of a particularly active family of Suicide Eastern Grey Squirrels with links to the Al Queda network.

There is an unconfirmed report from the Justice Department that this group of felonious rhodents were trained in Afghanistan to chew through insulators in order to short out critical power lines and cause the blackout. Attorney General Ashcroft said he would neither confrim nor deny the report for National Security Reasons.
