He was awesome in The Professional as a small-time criminal/pimp, and in Basquiat as a sorta-discovered artist.

How many times has anyone seen him in a movie or TV show; doesn't know his name, but knows him as the guy who "squealed like a pig" in Deliverance? Talk about a bad career move.

in every Coen brothers movie with Steve, barring two, he dies, and ends up in successively smaller pieces.
the last two I remember, there is the woodchipper for Fargo. Then ashes for the Big Lebowski
(those are the only two I can remember)

... but I'd like to mention Timothy Bottoms. He played the broken-down Sonny Crawford in "Texasville" amazingly well -- and what with him portraying George W. Bush so much recently, I'd say that would put him in contention for the "loser" roles.

I don't think I've ever seen him play somebody who was not a loser. Even if things look ok for him at the beginning of a movie, I know that's they'll be going downhill.
The pedophile he played in "Happiness" is probably the 'best' character I've seen him play.
