We received a notice from our school district concerning a sex offender:

Pursuant to Megans law the Distric has enclosed the details
of the reported sex offender as it was provided to us.

Level 2 Sex Offender: Includes photo, name weight, etc.
Race white: Ethnic Origin: Not Hispanic.

Crime information: Title PL...Section 130.25...Class E...
Category Felony...Degree 3...Description Rape third degree.


Question :1. How serious are these charges?

2. Why the "Not Hispanic" notation?

Please let us know, so we can look up Section 130.25.

"Not Hispanic" probably means the person is a plain old European-American with fair skin.

On edit: I'll take a wild guess it's New York because that's what came up on Google.

Sec. 130.25 Rape in the third degree.

A person is guilty of rape in the third degree when:

He or she engages in sexual intercourse with another person to whom the actor is not married who is incapable of consent by reason of some factor other than being less than seventeen years old; or
Being twenty-one years old or more, he or she engages in sexual intercourse with another person to whom the actor is not married less than seventeen years old.

Rape in the third degree is a class E felony.

which I don't understand, it's been decided that caucasian people fall into two categories: hispanic and non-hispanic. And that's all over - school applications, registrations, loans, census, whatever.

Don't ask me why, but that happened quite a few years ago.

I think it's stupid, but that's the way it is.

As to the level 2 stuff, i have no idea.

But it seems to me, it should be "caucasian" or "hispanic", and not "Caucasian - non-hispanic" or "Caucasian - hispanic".

But I'm sure this is all coming from the influx of Mexican, Dominican, and Puerto-Ricans.
