Anybody know the name of this book?

A few weeks ago, I was listening to AAR's Majority Report and an author was on who had written a book about the control of American society by an elitist class. He said that an empowered middle class has existed in the US at only two times: right after the passage, respectively, of the Homestead Act and the Fair Labor Standards Act. I only heard that part of the discussion and I've been thinking about it since but I never caught the author's name or the book title.
