Ok, so there's Mr. Bob. His company is doing really well, and they give everyone a 10% raise. Mr. Bob is happy! But about a year later, (after bush takes office) the company isn't doing so well. To make up for it, the company announces a 10% pay cut. Mr. Bob says "well, that's fair, I had an extra 10% for a while, and now they're just taking it back."
Is that really fair?

You end up making less than what you started with. 10% of 110% is greater than 10% of 100%. Is this hard, or something?

Let's say, for the purpose of argument, his pay is $100 a week.
A 10% raises this to $110. Then, later, he gets a 10% pay cut. 10% of 110 is 11, so he's now making $99 a week.

because 10% of 110 is more than 10% of 100.
If he started at 100k, he got bumped up to 110k, then got knocked down to 99k

Of course not. If "Bob" the child-molesting priest (you asked for it with the "no religious jokes" request) made $110k before the raise, he made $110k after. When he later took a 10% pay cut, he'd only be making $99k.
