can I have a link to see what country has won the most metals thus far? its us isnt it, and isnt china in second place. The country I want to win has only won 3.

What shlould the limit be? I wouldn't want it to be based on the nation's population, because the small nations would be left out.
I think of the great athletes who may not have gotten a medal yet. What happens if their country maxes out before they get a turn? Have they trained for nothing?
Maybe at some point, halfway through the Olympics, they can assess the medal situation and re-assign promising contenders to other nations. Instead of winning another medal for the US, for instance, you might be assigned to compete for Nigeria. You still earn the medal, but the little countries get to chalk it up for their team.
Smaller nations could benefit by not fielding a team for some sports, and hoping to get a good re-assignment, and some medals. Very small nations, like the ones in the South Pacific, could join the games with no athletes at all, and pick up a few medals in the round-robin second half of the games.
I'm starting to like this idea.
