But in reality that is a reflection of the value most people place on the populations being served. Employees working with the disabled, elderly etc. get shit pay because the people they serve rely largely or solely on tax monies to survive. And when it comes to devoting tax monies, people just aren't that interested in giving taxes to the developmentally disabled, the mentally ill, the physically disabled, etc., because they don't see them as valued members of the community. They see them as burdens on society. Accordingly services that are already threadbare get cut further, staff get laid off, agencies are shut down, and people go without.
