when I visited Florida a couple years ago, it was $15 for a 7 day salt water license. but a fresh water license was over $100. No thanks!

I would suspect he'd have to pay Airline Fare.
There are no tolls if he flies into Philadelphia.
If he flies into BWI he'll be stuck with Maryland tolls.
