1. I'd get rid of Windows Messenger and be done with it.
There are little programs you can download that will do it for you, and the one I found will even do it one user profile at a time.

Unless you actually use it, that is....

2. heres one way to disable
on WinXP
Start>Control Panel>Administrative Tools>Services >
Messenger>Disable

I used to get a lot of popup spam on charter cable.
