It was on earth, and they secretly infected Odo (who was a shapeshifter on the federations side) with the deadly virus, because they thought he would infect the dominion shapeshifters with it thereby killing them (and Odo).

It's from the episode "A Taste of Armageddon", which is perhaps my favorite of the original series. Episode #23.

Kirk gets captured on the planet with Spock and some others and manages, when the president is speaking to Scotty, to shout out "Scotty, General Order 24 in 2 hours! 2 hours!"

One of the greatest Star Trek lines is when Kirk gets to tell the president, "In 2 hours, the Enterprise will destroy Eminiar 7." and then Scotty calls back to the planet a few minutes later to warn them that the targeting computers have been fed the location of cities and installation, and that "In 1 hour and 45 minutes the entire inhabited surface of your planet will be destroyed."
