| 5. do you want a smart-ass answer or a testable hypothesis...? |
|
A) Because they're finished licking their genitals.
B) Because canines evolved as small predators. As carnivores, their muzzles tend to get messy, but if they leave the mess its odor tends to attract bigger predators or just interfere with their own ability to hunt, either by dampening their sense of smell or by providing olfactory cues to their prey. Those are probably the reasons cats are relatively fastidious, too.

that comes before the whiny-whistle noise, or the 'inside voice' bark... all of which are designed to wake me from napping on the couch so that i will either refill the water dish or escort his imperial majesty out to the run.

It means they want a treat, or your dinner.
I have such a beast that pretends to be "adorable" all the time. But he always expects the last bit or morsel of my dinner. Little shit. It's a good thing I adore him.

They lick their lips as a way of trying to defuse a stressful situation or as a show of passivity.
Some of the responses here are entertaining, though.
