Suppose you say, "I have a cat and a dog." What does that mean? It doesn't mean that you have one strange pet that is partly cat and partly dog. It means you have a cat and you have a dog.
Similarly, if you say, "I have one dollar and fifty cents", then you are asserting that you have one dollar and that you have fifty cents. Now, suppose that you have four quarters. Nobody can deny that you have two quarters. It is even more obvious that you have a dollar. Thus, you have one dollar and fifty cents.
Of course, the "stretching" in the title of this thread refers to exaggerating, not to getting value for your money.
