1. I bet the airport is under some kind of construction/remodeling.
Seems to be the common standard for airports these days...

2. Oddly, no
They've had several big projects in recent years-a new control tower, new gates for commuter jets, a parking garage, and a runway expansion-but at the moment it's actually pretty easy to get around MHT.
