Will an unlocked Droid phone work on Verizon without a data plan?

I've thought about buying an unlocked Droid 2 off ebay. Verizon makes get a $30 a month data plan if you buy it from them but would if bought an unlocked phone from someplace like Craigslist or ebay could I still use it for calls and texts and just use the WiFi for data?

I've got an unlocked I-phone that uses my T-Mobile service.

It also attaches to my wi-fi at home only, because I don't have
a data plan.

pretty sure they make you get the data plan, but if they don't let us know - I'm curious
