They offer 3 phone lines to call in on - one for the republican folks, one for democrats and usually a third for independants. Then C-Span usually takes turns on each of the phones so that technically each line gets equal time.
However, repuke shrills will call in on the dem or independant line in order to help push the balance their way. Remember, the most C-Span probably does for pre-screen is just ask the caller what their topic of discussion will be. It's easy to make a quick lie so the caller 'seems' like they are on the correct phone line.
I highly doubt it's C-Span, it's just the nature of the callers taking advantage of the system.

The "appearance" of bias depends on the topic or the mood of the listeners...but really, they are they ONLY outlet that gives each side equal time.
You have to listen to it consistantly to get the feel for the program. I've watched when callers actually called in and blasted the host for NOT cutting off another caller for whatever. It gets dicy sometimes, but it's still the only place to get straight talk and straight news--whether I agree with the topic or not. AND, the host doesn't try to dissemble the news like they do in regular media.......everything goes. :D

Not that this surprises me. Its makeing me wonder if they want to present one point of view and accept callers of a certain bias.
I am floored that anyone supports the Chimp, but I suppose it depends on what myth one suscribes to.

Some of these callers just lie by calling in on the wrong line, and sometimes especially at the beginning of the show, there are only callers from one side. I've heard many times before when the host will say we have no calls on the XX line.
