Doesn't blogging already essentially accomplish this? I know hosts could be shut down and filters put in place to censor blogs, but the government can't even control the flow of child porn making its way over the 'Net, so I'm not sure how they could stop bloggers. If they can't stop bloggers, then why use P2P for news?
