I think some of the ire directed at Bush is because of the way he often walks around looking as if he's lugging two invisible watermelons. Any time he feels puffed up and particularly proud, like when he gets another big contract for his financial backers, he tends to walk around holding his arms out to his side as it they can't go any further down because he is so heavily muscled.
Hey Junior, cut me a slice of that melon and take a load off.

I think it's more that he is such a little man, such an inconsequential man, that he just doesn't know what to do with himself. He's like a backwoods hillbilly playing with the big boys, and he just doesn't fit in. Intelligence-wise, that is.
