You can most likely blame this sort of thing on the agency; while agencies have gone to patrol rifles, some agencies want them to stay out of view and not be visible in a weapons rack in the passenger compartment, where most agencies lock their long guns. As a result, you get incidents like this one where the weapon was probaby in one of those slide-in racks mounted to the trunk lid. I've inadvertantly popped my trunk lid many times going down the road, because of where the switch is located. I wouldn't want a weapon mounted to the lid for this reason, as well as the relative difficulty in getting to the weapon when you need it.
