"Different individuals specialize in different areas, with bin Laden appearing to be personally involved. He is not just a mouthpiece. . . . He comes across, in this particular account, as a leader reviewing proposals, putting some on the shelf, moving others into the feasibility study phase. He's thoughtful, ambitious, cold-blooded, willing to take enormous risks but at the same time scaling things back to be sure that he succeeds."We're getting a crafty brand of cavemen these days...

Depending on the needs of bush during the campaign (and afterwards)...or for Kerry, if he becomes President. It allows them to portray Osama in more ways than one: Hands-on leader, or wise COB.
And, remember, this article says "in this particular account". So, if a different portrait of Osama would be more opportune; voila, it's probably already written.
PR fluff. Is this from Judith Miller, too?

The Washington Post...isn't that a CIA controlled rag? The Sac Bee had a big spread on the front page today too featuring Osama bin Laden's,Khalid Shaikh Mohammed's and Mohammed Atta's mug shots with the corresponding article written by Shannon McCaffrey(Knight Ridder Newspapers),titled "9-11 plotters first planned a 10-jet assault"
"The Sept 11,2001 terrorist attacks originally were planned as an even broader assault on America,with 10 hijacked airliners striking nuclear plants and skyscrapers on the East and West coasts, according to a report released Wednesday by the independent commission studying the attacks.
"The tantalizing new details emerged in a report from the National Commission on Terrist Attacks Upon the United States. Many came from the interrogations of Khalid Shaikh Mohammed and Ramzi Binalshibh,both key planners in the attacks who are in U.S. custody at undisclosed locations overseas." blahblahblah
At an undisclosed location...that figures..these guys are probably long dead.
