to strengthen the authority of a President who:
remained immobilized while we were under actual attack on 9/11 lied us to war and ignored the real enemy let a great American city and its citizens flood and die on TV without being able to airdrop one granola bar broke surveillance laws by choice and violated the civil rights of who knows how many Americans
I don't think Bush deserves any authority greater than a hall pass to go to the bathroom alone, and I think that call is questionable.
George W. Bush is the single greatest argument for checks and balances that this country has ever known.

but I've known and worked with lots of people with mental retardation over the years. Most all of them conduct themselves with more dignity and integrity than Bush does.
Add on edit: The "R" instead stands for "Red Herring". Which is what he is.
