Edited: it seems I was mistaken about HRC voting against it but right about Kennedy voting against it. Who were the other 2 no votes? How did HRC and BO in particular vote?

Tom Harkin and Robert Byrd were two of the "no" votes.

It seems unclear who voted no at this point without the roll coll being posted yet. Jillian says Feingold was one of the no votes. I thought Byrd voted for it?

The question is: was it Harkin or Feingold as the third no vote. Harkin was one of the last to vote, and I'm sure it was him. I didn't see Feingold vote.
