1. Most likely a ploy...
I suspect they're going to say that high oil prices are a drag on the economy...

(1) in order to explain why their tax cuts haven't provided any significant or sustained growth, and

(2) as a means to fault the Democrats... for not authorizing Bush's energy "plan", and thus causing the stagnation. (Regardless of the fact that the plan would have *zero* short-term benefit.)
