The liberal 527 organizations were raising more money than the conservative ones, and the ads they were running were more effective -- the Republicans had to do something.

What better for them to do than discredit the whole idea of 527 organizations in the first place by slapping one together to disseminate debunkable lies? That gives Bush* an opportunity to say "I told you all those organizations were wrong! I'll call mine off if you call yours off!"

Ain't working, and as a bonus they've found some ignorant rubes in Ohio who actually believe this crap, so even if they didn't get Kerry to ask the liberal 527s to back off, at least they managed to screw up Ohio some more.
