I'm seeing a lot of confusion here. I didn't understand either until I read some posts the other day. MoveOn has three organizations, one is a 527, one is a PAC, which means they can continue to run ads after Sept. 2 that name the president.
That is why there are stories in the news about their new 10 week ad campaign. All those ads still can legally name the president and do so.
It is technical, but evidently a PAC runs under different campaign law than a 527.
However, as far as I know Swift Boats group is a 527, and will not be able to run any more of their ads after Sept 2.
But, although that is good news, I have read there are new GOP PACS that are going to be running nasty ads that name Kerry after Sept. 2 just like Move On will be doing.
It's kind of complicated but this is what I have pieced together.
