According to the Texas Disciplinary Rules of Professional Conduct:

The State Bar can sanction him, suspend his license or even DISBAR him.

1) Such a move would never actually disbar O'neill. If the standard for disbarring a lawyer was as low as "dishonesty" there wouldn't be many working lawyers.
2) Move importantly, such a move would merely add fuel to the Republican charge that the Democrat solution to everything is a lawsuit.

If he doesn't have to follow them, why should any other Texas lawyer follow them? Why have any rules at all? Let's just have a big wanton free for all - anything goes, right? Wrong. The Texas legal ethicis standards are taking a serious hit because of this man and something needs to be done to preserve the integrity of the sytem, and people's faith in that system. It is important.
