because it could make them eligible for federal matching funds in 2012.

2. And as it becomes clear McCain won't win, the GOP turnout might be even less

which will be great for the Democratic races for the Senate and House. A close horserace will get their blood up, but if the outcome looks like a fait accompli, the Republican turnout will diminish even more.
