For a presidential challenger. Some vague plans for the next four years, some attacks on the opponent. What was missing was accomplishments from the last four years -- "We did this and this happened, etc.", other than the military victories (which have both been botched by very poor post-war planning, but that's another argument).
If you go back to Clinton's 1996 speech, you'll see an incumbent talking about a long laundry list of accomplishments and successes, and virtually ignoring the opponent. That's because he had accomplishments to run on. Bush doesn't.

They've made a mess of everything and the agenda appears to be 4 more years of the same. Lots of symbolic language, cute phrases, and bashing Dems....but precious little to show what they've accomplished. Oh, they've accomplished a lot, just nothing in the national interest.
