4. I hope he tells us Bush lied to Congress and the people
about what he would do with that authority.

3. IMO, this is the most important speech Kerry will make in this campaign.
This should be a clear and well reasoned attack on the incompetence of the administration's conduct of the war, as opposed to a rally-type stump speech. Laying out the mistakes is easy, but the tricky part is whether or not to answer the question: "What would you have done, Sen. Kerry?" I will leave that to the experts in the campaign, but I would argue that he should only address the past with specifics. I don't think he should get into any specifics at all about what he would do about Iraq in his presidency, except perhaps for some guiding principles.

Laying out why dumbya's decisions were wrong should be so compelling that the answer to the question of what should have been done will be obvious. The litany of mistakes should all be tied back to the motives of the administration to attack Iraq in the first place. In other words, it was an unnecessary war.

The speech must clearly show how Kerry's position on Iraq is truly different from dumbya's and serve as the cornerstone for the rest of the campaign on Iraq.
